The successful candidate for this position will be a 1099 musician with Music Ministry International and be responsible for the following:

1. General. This is a non-personal services contract to provide the Protestant Contemporary Worship Service Musician with musical instrument talents. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Musician who, in turn is responsible to the Government.

1.1. Description of Services/Introduction. The Musician shall reside within 50 miles of Travis Air Force Base, California and shall provide all personnel, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform as the Musician as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The Musician shall perform to the standards in this contract.

1.2. Background. The Installation Chapel Office, Travis AFB, CA has a requirement for the non-personal services of a Musician for the Travis AFB Contemporary Worship Service.

1.3. Objectives. The objective of this contract is to provide a Musician capable of playing the keyboard and/or guitar as well as provide accompaniment and assistance for all performances for the Contemporary Worship Service.

1.4. Scope. This contract includes all functions, tasks and responsibilities normally performed by a Protestant Musician. The Musician shall be responsible for providing services as a Musician for the Travis AFB, Contemporary Protestant Service. The Musician shall perform at music team’s rehearsals as directed by the schedule of services. Support service member’s rights for religious expression and freedom as provided by the First Amendment to the U.S. Constitution by providing opportunities for service members to freely practice their religion. The Musician shall comply with all applicable laws and regulations, including but not limited to Federal Law, California State Law(s), Occupational Safety and Health Administration (OSHA) regulations, Air Force and installation regulations.

1.5. Period of Performance. The period of performance shall be for Four Years

1.6  Hours of Operation.

1.7. Normal Duty Hours. The Musician is responsible for providing performance/service during the following times: 52 regular Sunday Worship Services and 52 rehearsals. The Musician will also be required to provide up to 40 special worship service/events throughout the year as well as a rehearsal for each service/event. Services, special events and rehearsal can be up to two (2) hours. If a service, special event and/or rehearsal goes over 2 hours an additional unit will be billed (if approved by Senior Protestant or designee). The special event may range from a special religious holiday that does not fall on a Sunday or a memorial ceremony for one of the congregants. All guidance concerning worship services, rehearsals and special events will be given by the Senior Protestant Chaplain or designee. An exception exists when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Musician must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.

1.7.1. Documentation of Work/Reports. The Musician shall maintain a log of the work performed under this contract, and shall provide a copy of the log to the Senior Protestant Chaplain on a monthly basis. If the Senior Protestant Chaplain is unavailable, the weekly report shall be given to the Resources Manager.

1.7.2. Federal Government Holidays. The musician may be required to perform service on holidays as required by provisions of this contract, as needed.

b. When the Department of Defense grants excused absence to its employees, the Musician agrees to continue to provide sufficient personnel to perform critical tasks already in operation or scheduled, and shall be guided by the instructions issued by the Contracting Officer. Changes in employee work schedules shall comply with the terms and conditions of the contract, to include payment provisions.

1.8. Place of Performance. Services under this contract will be performed at a Chapel of the Wing Chaplain’s choosing at Travis AFB, California that supports the Protestant Contemporary Worship Service.

1.9 Appearance. The Musician shall at all times during the performance of this contract present a neat and well-groomed appearance appropriate to the conditions under which the service is being conducted and shall uphold the same high level of moral standards expected of persons of responsibility and authority who perform services in a religious setting in a military community. Recommended attire is business casual or greater. If the attire and/or appearance is in question, the Senior Protestant Chaplain will make the final decision in cooperation with the Contracting Officer.

1.9.1. Special Qualifications. The Musician shall provide a resume. The Musician’s resume shall include one (1) work related references from individuals who have supervised applicant working in the field of music ministry. The resume shall clearly demonstrate the proposed Musician meets the following qualifications.

1.9.2 Provide video of worship service in which applicant is playing congregational worship.

1.9.3 The Musician shall demonstrate a basic knowledge of the Christian Faith (Protestant) and be familiar with the musical traditions/customs of the Protestant Contemporary community. The Musician should be fully devoted and be committed to expressing that devotion, and worship consistent within the Protestant Contemporary Worship Service music tradition. The Musician shall be committed to a blended/convergence worship style that is creative, visionary, flexible and diverse. The Musician shall have training and experience in worship planning and have musical instrument abilities.

1.9.3.1 The Musician must be able to read sheet music, play the keyboard and/or guitar with tempo, rhythm, and registration to a large congregation.

1.9.3.2 The Musician will be proficient in: Learning new music via sheet music (preferred) or cords (acceptable), able to sight-read & perform vocal sheet music, able to play a minimum of one musical instrument.

1.9.3.3 Range of Style. The Musician must be able to provide accompaniment and assistance for all performances under the direction of the Warship Leader and perform a wide variety of Protestant worship music to include the full range of Contemporary worship music. Must have technical knowledge in: familiarity with operating sound systems required for worship team instrumentalists; familiarity operating worship music projection systems to include computers; and familiarity in CCLI web-based music programs (to include Song Select or its equivalent).

1.9.3.4 The Musician must have sensitivity to the wide variety of faith expressions within the military community (capability of working in a pluralistic environment). Must have the ability to learn Air Force and local operating instructions on chapel programs and budgeting appropriated and non-appropriated funds quickly.

1.9.3.5 Each musician working under this contract who has contact with children under 18 years-of-age, shall be screened with the appropriate background checks as governed by DoDI 1402.5 Criminal History Background Checks on Individuals in Child Care Services.

1.9.3.6 Supervision of Musician Employees. The Government will not exercise any supervision or control over Musician or Submusician employees while performing work under the contract. Such employees shall be accountable solely to the Musician, not the Government. The Musician, in turn, shall be accountable to the Government for Musician or Submusician employees.

SPECIFIC TASKS

4.1. Basic Services: The Musician shall provide services as Protestant Contemporary Service Musician.

4.1.1 Specific Tasks.

a) The Musician (Musician) provide accompaniment and assistance for all performances under the direction of the Worship Leader.

b) The Musician (Musician) shall work in conjunction with the Music Leader to coordinate and plan for all Protestant Contemporary Service, to include Sunday morning worship and special events as directed by the Senior Protestant Chaplain or designee.

c) The Musician shall be responsible for participating in rehearsals one-day a week but cannot be on the same day as worship service.

d) The Musician shall assist in set up and tear down of musical equipment for each worship service as required.

4.2. Work log Report. The Musician shall arrive NLT 30 minutes prior to any service or special event. The Musician shall maintain a written log of work performed under this contract. The log will contain the service provided as described in PWS 1.4 Scope. The musician shall provide a copy of the log to the Resources manager on a monthly basis NLT the 5th calendar day of each month. The log shall have the dates and times work was performed.

4.3. Rate of Pay: The Musician will be paid per unit (which can be up to two hours) according to the Non-Personal Service Agreement. A unit is defined as one worship service or rehearsal or meeting up to 185 units per year (approx. 370 hours). The Musician will be responsible for filing any applicable social security, federal, or state taxes. Musician shall submit invoices using Wide Area Work Flow no later than seven (7) days after the first of each month.

Reporting inputs will be for the labor executed during the period of performance, which runs from 1 July through 30 June. While inputs may be reported any time during the fiscal year, all data shall be reported no later than 31 May of each calendar year.

Candidates who do not possess at least three years of performing steadily as a Contemporary Worship Musician or who do not live within 50 miles of the installation need not apply.  It is notable that Protestant Contemporary Music is defined as popular modern Christian music played on stations such as K-love. (Examples of artists are from Mercy Me, Hillsong, Natalie Grant, Jeremy Camp, Bethel Music, Casting Crowns, Newsboys etc.) This is a part-time position with compensation based on budget and the successful candidate’s experience and qualifications.
