The Successful Candidate will be 1099 contractor with MMI, and will be responsibility for the following:

Provide and direct a program of religious education for the Joint Base McGuire- Dix-Lakehurst assigned Catholic Chaplain. A successful program will meet the needs of the Catholic community in accordance with the Wing Chaplain, Catholic Chaplain, and the goals agreed upon at the annual Catholic planning meeting including the number of people involved.

Specific Duties include:

(a) Assess needs for the Catholic Religious Education program in conjunction with the Catholic Chaplain using the Doing Global Ministry process or its successors.

(b) Advise the Catholic Chaplain of matters concerning the Religious Education program.

Occasionally during the year, Religious Education programs may not meet. These exceptions will be approved by the Catholic Chaplain.

(c) Assist in the development, execution and tracking of a 12-month calendar of Religious Education events matching the fiscal year (FY). Submit the upcoming FY Religious Education calendar draft to the Catholic Chaplain no later than (NLT) by 1 April.

(d) Provide feedback to the Catholic Chaplain, of the Chapel Tithes and Offerings Fund (CTOF) Catholic Religious Education budget by providing program insight. Suggestions will be submitted NLT 1 May of each calendar year.

(e ) Program will be evaluated based on meeting Religious Education needs of the community, participant satisfaction, volunteer feedback, and through overall quality evaluation by the

Catholic Chaplain. The contractor will not be supervised by the Government, but the quality of the program will be evaluated.

(f) For programs involving other chapel faith groups, contractor will work with the respective Religious Education Directors in accomplishing the goals of the Religious Education program.

(g) Actively participate in Catholic chapel programs by attending mass at least once every quarter, getting to know congregants, and participating in chapel-wide events.

(h) Provide, direct, and supervise regular Religious Education opportunities; to include Adult Religious Education, Rite of Christian Initiation of Adults (RCIA), Rite of Christian Initiation of Children (RCIC), Confraternity of Christian Doctrine (CCD) classes, Sacramental Education for First Communion, First Reconciliation, Adult Confirmation and Children’s Church.

(i)Provide and administer a weekly CCD program for preschool through adult during the designated Religious Education time from September through June. The Religious Education program occurs at the time and place designated by the Catholic Chaplain in conjunction with the Joint Base Senior Chaplain or his/her designee. The program introduces basic Catechetical doctrine using classes for children from preschool through high school, organized by grade.

(j)Prepare regular meetings for the parents of children involved in Sacramental preparation in conjunction with and under direction of the Catholic Chaplain. Plan and direct all sacramental preparation meetings, retreats, and additional sacramental preparation for school-aged children.

Prepare all materials for the sacramental education program. Program will meet the needs of the priest or bishop conferring the sacrament.

(k)Work closely with the Catholic Chaplain to ensure preparation of sacraments for Religious Education.

(l)Recommend Catholic Religious Education curriculum for procurement at least sixty (60) days prior to the start of the Religious Education program in September. Selection will be made in conjunction with the Catholic Chaplain to meet the goals of the Catholic program.

(m)Provide registration activities in August and September for those participating in the program.

(n)Participate in base-wide events to publicize the chapel programs.

(o)Be present for or arrange for a responsible volunteer to be present during Religious Education classes and at least one-half hour before classes begin and present until classes are over and the area is cleared.

(p)Visit each class at least once a quarter or as requested by volunteer teachers.

(q)Coordinate classroom, administrative and audiovisual support requirements for all Religious Education volunteers. Ensure all classes are staffed, securing the services of substitute teachers as needed. Recruit all necessary teachers and helpers NLT two weeks prior to the start of classes.

(r) Maintain current/potential roster of teacher/staff/substitute volunteer names, addresses, phone numbers, and email addresses.

(s) Care for volunteers and program participants through recruiting, training, volunteer recognition, and administrative care.

(t) Recruit volunteer teachers, substitutes, and other necessary staff; train teachers and substitutes; and provide workshops as required. Volunteers must be recruited in time (6 months prior) for background checks to be completed. Ensure volunteers are mature, responsible, and properly prepared for leadership positions. Ensure all volunteers working with youth below 18 years of age receive an Installation background check as described in DoDAI 1402.5, Background checks on individuals in DoD child care services programs, and local operating procedures.

 (u) Provide orientation for new volunteers in facilities, funding, religious education policies, and available resources.

(v) Schedule and coordinate to have the Director of Faith Formation of the Archdiocese for the

Military Services (AMS), United States of America (USA) provide Catechetical Certification and Catechetical Methodology Course & Family Faith Assessment training for volunteer teachers at the Dix Chapel location every August, at least two weeks prior to the start of the Religious Education classes.

(w) Register volunteer teachers onto the AMS, USA Family Faith Assessment online resource.

(x)Plan, organize, and direct one event to honor and recognize the Religious Education volunteer staff during the year. Minimum volunteer recognition is one event per school year and may be in conjunction with other chapel events or Religious Education celebrations.

(y) Ensure that registrations, to include the names of children and volunteers, are forwarded to the Catholic Chaplain or designee each semester.

(z) Ensure sacramental certificates are obtained for all Religious Education students preparing to receive sacraments within the Religious Education year in CCD, RCIA, RCIC and Adult Religious Education and provide them to the Catholic Community Coordinator.

(aa) Ensure sponsor eligibility letters for sponsors of Confirmation candidates are obtained one month prior to the Sacrament of Confirmation and provide them to the Catholic Community Coordinator.

(ab) Establish and maintain the Religious Education resource program with a broad and orderly assortment of visual aids, object lessons, multi-media support, and general teaching aids to enhance religious education effectiveness in all areas at the Joint Base McGuire-Dix- Lakehurst Chapel. Reproduce necessary Religious Education materials. Comply with copyright laws.

(ac) Identify and report all instances of suspected child abuse and neglect of children to the Chapel Superintendent, and DoD Police in accordance with the Department of Defense and Joint Base McGuire- Dix-Lakehurst policies and procedures. Chapel Operating Instruction (HC OI) 52-3, Security Background Checks, Air Force Policy Directive (AFPD) 52-1, Chaplain Service. Department of Defense Instruction (DODI 1402.5) Criminal History Background Checks on Individuals in Child Care Services.

(ad) Prepare/distribute weekly teacher packets for each teacher to include all materials necessary for class activities.

(ae) Plan and supervise special events including Vacation Bible School (VBS), Roman Catholic Holy Day celebrations/education, and participation in community-wide events as noted at the annual planning meeting, faith group leader meetings, and calendar.

(af) Plan and direct Advent and Lenten Special Events and services to educate families and the entire Catholic community concerning the Catholic faith.

(ag) Plan and ensure the development of teacher training, special adult education classes and special seasonal events associated with the Christian calendar, to include but not limited to: Children’s Christmas programs, Children’s Easter program, and Annual Fall kickoff.

(ah) Maintain current Religious Education Continuity Binder(s) including, but not limited to Purchase Records, Disbursement Requests, Facility Requests, After Action Reports, Calendars, Curriculum, Rosters, Procedures, and Training. Files will be accessible to the

Catholic Chaplain as well as provided for continuity purposes to the chapel staff.

(c) Comply with the mandatory training requirement. Be responsible for maintaining training records. Participate in chapel off-site training events. Participate in staff team-building activities to enhance whole-person wellness. Adhere to computer security requirements and usage.

(d) Develop policies pertinent to the Religious Education program in conjunction with the Catholic Chaplain. Make these policies available upon request.

(e) Communicate clearly with volunteers, students (adult and youth), parents, chapel staff, base personnel, and others as required. Communicate details of current and coming programs to teachers, helpers, parents and students in writing, as required. Communicate with parents/sponsors concerning student absences or disciplinary problems in a timely manner. Consult with the Catholic Chaplain about disciplinary problems. Bring any problems or issues to the attention of the Catholic Chaplain.

(f) Dress and appearance during contract performance should be conservative and in good taste, appropriate to the level of the activity.

(g) Be able to maintain professional, courteous relationships with Chaplain Corps staff, other chapel community contractors, and chapel community participants.

(h) Attend and participate in chapel meetings as follows: Catholic Advisory Council (CAC) meetings as a non-voting advisor, designated faith group leader meetings, and weekly Chapel Staff meetings. Additionally, the Religious Education Coordinator will participate in the annual Catholic planning meeting.

(i) Research and compile religious education statistical information reports to be submitted by e-mail to the Catholic Chaplain.

(j) Submit after-action reports electronically to the Catholic Chaplain as required for each special program within ten (10) calendar days of each event and for each semester of regular activities.

(k) Draft and produce publicity materials for Chapel Religious Education programs in a timely manner.Materials will be submitted to Catholic Chaplain at least three duty days prior to deadlines for publication, submission, etc. Advertise in the base community all Religious Education Programs.

(l) Take care of chapel facilities / equipment and spaces used. Prepare rooms prior to usage, clean/return rooms back to neutral and orderly state after usage, prepare/return equipment and supplies each week. Report room/building problems to facility manager or Non Commissioned Officer in Charge (NCOIC) within one duty day. Follow up with Catholic Chaplain as necessary for unresolved issues.Ensure that all facilities used are properly secured, to include all doors and windows, following the conclusion of a program.

(m) Do not sign out any chapel property without permission of Chapel NCOIC. All equipment signed out must be accounted for with AF 1297 Hand receipt and inspected prior to return for damages.

(n) Provide annual submission of facility request forms by deadline established by Chapel Facilities

 (o) Be responsible for keys provided by the government. For access to the facility during non-duty hours as well as office access, a key or keys will be provided. Keys shall be safeguarded and will not be duplicated. All keys will be returned within three days of revocation of this contract. Contractor will report any duplicated, lost, or misplaced keys to the government within one (1) hour of the discovery of the occurrence to the Catholic Chaplain. Contractor will reimburse the government for replacement of all locks or rekeying required as a result of keys being duplicated, lost, or misplaced by Contractor or while under the responsibility of Contractor. Contractor will be responsible for security of facilities and property made available by the government in conjunction with the performance of this contract. Contractor will also employ accountability methods consistent with Chapel Facility OI. Contractor must secure the facility, as appropriate.

(p) Provide necessary planning and reporting as mandated by local policy/instruction, MAJCOM requirements, and United States Air Force (USAF) requirements.

(q) Advise Catholic Chaplain when supplies and materials are needed, place orders in accordance with Joint Base McGuire Dix Lakehurst (JB MDL) Chapel Tithes and Offerings Fund.

(r) Complete appropriate monthly reports given by the second duty day of each month. All Religious Education activities will be recorded.

(s) Contractor will participate in the planning process for the next year’s schedule, budget, and activities.

Specific timelines are identified in Parish Manual, JB MDL Chapel OI 52-2 Chapel Tithes and Offerings Fund, and the Chapel Corps Accounting Center processes. In consultation with the Catholic chaplain, develop and submit the 12-month annual planning calendar each April to be reviewed at the annual CAC planning meeting to include summer events and the following Religious Education year (September-June). Plan must be submitted for approval no less than two weeks prior to the anticipated meeting date. Provide planning assistance for any Catholic program with a Religious Education component (e.g. retreats, seminars, etc.).

(t) Assist in the development of annual CTOF budgets, as directed by the Catholic Chaplain. Request funds for the purchase of books, materials, equipment, and supplemental services using the CTOF request forms (provided by the chapel). Prepare funds and facility requests.

(u) Identify and prepare annual curriculum order, library, and supply requirements to the Catholic Chaplain for approval and maintain an accurate and current inventory of all curriculum and resource materials.

(v) The contractor will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved by the Catholic Chaplain. Submit the names and qualifications of proposed subcontractors to the Catholic Chaplain for approval at least 14 days prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this Performance Work Statement (PWS). Contractor is responsible for payment of substitute.

Qualifications

The contactor must have and, on request, provide proof of the following.

1) High-School Diploma or equivalent.  Bachelor’s Degree in Education preferred.

2) Catechist Certification by the Archdiocese for Military Services – may be in progress

3) Experience teaching, coordinating or directing a Religious Education program in a

chapel/church setting, with a minimum of 3 years’ experience.

4) Furnish a resume including academic and work related references. References should be of

recent employment (past three years).

5) Give evidence of skill in the use of computers and associated software via previous experiences, work history, or volunteer history.

Have a willingness to work in the pluralistic environment of the Chaplain Corps. Have an ability to work unsupervised in a fluid and sometimes-stressful environment with staff, and volunteers. Possess an ability to maintain healthy, functional interpersonal relationships with coworkers and customers. Submit one letter of reference to show these attributes.

Place of Performance

The services stipulated in this Statement of Work shall be performed where Joint Base McGuire- Dix-Lakehurst Chapel ministries are held. Office work space will be provided at the Dix Chapel, 5240 New Jersey Avenue, Joint Base McGuire-Dix-Lakehurst, NJ 08640 or McGuire Chapel, 2503 East Arnold Avenue, Joint Base McGuire-Dix-Lakehurst, NJ 08641.
