The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1. Place of Performance

The services stipulated in this Performance Work Statement (PWS) shall be performed at the Dix Chapel, Bldg 5240 and the McGuire Chapel, Joint Base McGuire-Dix-Lakehurst, (JB MDL), NJ 08640 or as directed by the Catholic Chaplain in support of the Catholic Worship Service.

2. Music director Supervision

The U.S. Government will not supervise the music director in any manner.

The Music director shall report to the Senior Catholic Chaplain or the Catholic Community Coordinator as deemed necessary by the Senior Catholic Chaplain.

3. Continuity of Service

The music director shall locate and arrange for a suitable replacement/substitute if the music director is not available for any required services/rehearsals no more than 25% per contract year.

4. Background Check

1. All personnel under this contract must complete a positive background investigation.

5. Period of Performance and work hours

The period of performance for the required services shall be one (1) base year from 01 Oct

2024 to 30 Sep 2025 with subsequent four (4) option years at the discretion of the government.

Work Hours

a. Music director is expected to work 4 times per week minimum. Two weekdays for rehearsals, and Saturday, Sunday for the actual service.

b. Rehearsals are up to 3 hours per week

c. Services are up to 3 hours per week

In addition to Saturday and Sunday performances and rehearsals, music director shall include memorial services, all Christmas and Easter seasonal services and performances; all Catholic Holy Days of Obligation, Penance Services, and additional rehearsals coinciding with the above mentioned as required, in writing, by the Senior Catholic Chaplain or his designate.

6. Description/Duties & Responsibilities

1. The music director shall provide the necessary support to facilitate worship music at the

Catholic Services, which shall include acting as Cantor/Leader of Song and Choir Director.

2. The music program shall emphasize music within the Catholic tradition, as directed by the Senior Catholic Chaplain.

7. Characteristics of the Music Program

1. This position supports the worship component of the Catholic Community and Mission statements as identified by the Catholic Advisory Council and authorized by the Catholic Chaplain. The Music Program will meet the needs of a Catholic Community as determined by the Senior Catholic Chaplain.

2. The music program will be designed to provide appropriate music ministry within the Catholic worship setting.

3. The Senior Catholic Chaplain is solely responsible for all activities conducted during worship, including music. At no time will the music director deviate from programmed activities without the permission and guidance of the Catholic Chaplain.

4. The nature of the work requires active participation in the JB MDL Catholic community.

The Music director shall actively recruit volunteer choir members within the JB MDL Catholic Community

5. The music director shall attend and conduct all musical activities, services, and rehearsals.

8. Specific tasks:

1. Directs all worship music at the Saturday and Sunday JB MDL Catholic services, as instructed by the Senior Catholic Chaplain.

2. Observes all safety and security requirements at the designated facility.

3. Monitor chapel musical instruments. Advises the Senior Catholic Chaplain in charge of the service of any needed repair, preventative maintenance, or replacement.

4. Ensure that chapel equipment used outside the chapel facility for chapel sponsored programs is signed out on the appropriate AF Form 1297, temporary issue receipt, and proper resource protection measures are taken for the period the equipment is outside the chapel.

5. Request logistical support using established AF and chapel policies and procedures.

6. The music director will ensure that all facilities are properly secured at the conclusion of each rehearsal or service, when a chaplain or Chapel Service Support Personnel are not present.

7. Research and organize selections to become familiar with music on hand, which includes the selection of appropriate Catholic Liturgical Music, approved by the Senior Catholic Chaplain. All music selections shall be submitted to the Senior Catholic Chaplain a minimum of two weeks prior to performances.

8. Provide choir support for military and civilian community events as an outreach as tasked by the Senior Catholic Chaplain.

8. Music director shall not engage in the unauthorized duplication of copyrighted materials by photocopying or any other means that would expose the government to liability for penalties under existing or future copyright laws.

9. While in the performance of their duties, must wear appropriate professional business attire. Must present a neat/clean image.

10. Qualifications

Music director must submit a resume that documents evidence of the following: An undergraduate degree in music with proficiency in Catholic music and able to accompany a Catholic musician OR a minimum of five years’ full time documented experience in leading

a Catholic congregation and/or choir in Catholic music. Volunteer experience and/or documented musical abilities are prerequisites.

2. Demonstrate a commitment to and a familiarity with the Christian faith as practiced in the Catholic tradition.

3. Highly effective communicator, skilled in conflict resolution and working with adults and youth, ability to transpose, rhythmic accuracy, music sensitivity, and appreciation of liturgical aesthetics.

4. Music director must have a willingness to work in the pluralistic environment of the Chaplain Corps. Have an ability to work unsupervised in a fluid and sometimes-stressful environment with staff, and volunteers. Possess an ability to maintain healthy, functional interpersonal relationships with coworkers and customers. Submit one letter of reference to show these attributes.

11. The Music director will provide any music director specific supplies and equipment to include:

1. Personal transportation

2. Music director preferred supplies. Music director will be provided a space to work and rehearse.

3. The Music director will provide the personal skills, training, competency attitude and spiritual strength that will be needed to meet all requirements contained in this PWS.
