The successful candidate for this position will be responsible for the following:
1. Place of Performance
The services stipulated in this performance work statement shall be performed at the Dix Chapel, building 5240, McGuire Chapel (building 2503), North Chapel (building 3827), or the Soldiers Chapel (building 5950), Joint Base McGuire-Dix-Lakehurst, NJ 08641 or as directed by the Protestant Chaplain in support of the Protestant Traditional Worship Service. Service location changes are up to the discretion of the Joint Base Senior Chaplain.
2. Background Check
a. All personnel under this contract must complete a positive background investigation.
3. Period of Performance and Work Hours
In the event of inclement weather, contractor will refer to 609-754-BASE and Chapel personnel, and in particular, the Protestant Traditional Service Chaplain, for base closure information and/or procedures.
Work Hours
a. A minimum of one regularly scheduled Sunday Service performance per week up to two hours and one regularly scheduled rehearsal up to two hours per week. Rehearsals shall be coordinated with the Protestant Traditional Service Chaplain or his/her designee, and the Protestant Traditional Service Choir volunteers. Protestant Traditional Service Chaplain shall approve rehearsal dates, times, and ensure facility availability.
b. In addition to the regularly scheduled performance/rehearsal per week, occasional special event services, memorials/funerals, Christmas and Easter seasonal services, pageants, plays, and Unity Services, National Prayer Breakfast/Luncheon may be required as determined by the Joint Base Senior Chaplain. Any and all special event rehearsals (minimum one special event rehearsal per special service) shall be approved by the Protestant Traditional Service Chaplain or his/her designate on a timely basis.
c. Rehearsals shall be a minimum of one hour in length.
d. Shall arrive a minimum of 45 minutes prior to service start time
4. Description/Duties & Responsibilities
a. The director of music shall provide the necessary support to facilitate worship music accompaniment and choir direction at the Protestant Traditional Service.
b. Musical selections will emphasize music within the mainline Traditional Protestant tradition, as
directed by Protestant Traditional Service Chaplain.
c. This position supports the worship component of the Protestant Traditional Service and Mission statements as identified by the Protestant Advisory Council and directed by the Protestant
Traditional Service Chaplain. The Service Music will meet the needs of a diverse multi-denominational Protestant Community.
d. The Service music will be designed to provide appropriate music ministry accompaniment and choir
direction within the traditional worship setting.
e. The Protestant Traditional Service Chaplain is solely responsible for all activities conducted during worship, including music. The service provider shall not deviate from programmed activities without the approval of the Protestant Traditional Service Chaplain.
f. The nature of the work requires active participation in the Protestant community at Joint Base
McGuire-Dix-Lakehurst.
5. Specific tasks:
a. Directs all worship music accompaniment and choir direction at the Protestant Traditional service, Joint
Base McGuire-Dix-Lakehurst chapel as instructed by the Protestant Traditional Service Chaplain.
b. Selects the music to be performed in coordination with the Protestant Traditional Service Chaplain. Music shall be submitted to the Protestant Traditional Service Chaplain or his/her designate for approval a minimum of two weeks prior to performance.
c. Submits music resource requests via the Protestant Traditional Service Chaplain or his/her designate
for approval.
d. Observes all safety and security requirements at the designated facility.
e. Ensures that newly acquired music is properly cataloged, identified and filed.
f. Selects personal arrangements and compositions for the choir to match their capabilities.
g. Monitors chapel musical instruments. Advises the Protestant Traditional Service Chaplain of any needed repair, preventative maintenance, or replacement.
h. Ensures that chapel equipment is not used outside the chapel facility except with prior approval by
the Joint Base Senior Chaplain. If approved, equipment used outside of the chapel facility shall be signed out on the appropriate AF Form 1297, temporary issue receipt, and proper resource protection measures shall be taken for the period the equipment is outside the chapel.
i. Recruits and trains choir members in technique and musical notation. When appropriate, arranges for the
choir to participate in clinics, workshops and basic music education instruction opportunities.
j. Requests logistical support via the Protestant Traditional Service Chaplain or his/her designate using
established AF and chapel policies and procedures.
k. Coordinates with/receives approval from the Protestant Traditional Service Chaplain for all service music
activities.
l. Ensures all facilities are properly secured at the conclusion of each rehearsal or service, when a
chaplain or Chapel Staff Personnel are not present.
m. Researches and organizes selections to become familiar with music on hand.
n. Plans the year’s music and calendar in accordance with the guidelines set forth by the Protestant
Traditional Service Chaplain. Assists in selecting hymns and other music for the Service as instructed by the Protestant Traditional Service Chaplain.
o. Organizes and directs informal efforts to familiarize the congregation with new and alternative music
in the mainline Liturgical Protestant tradition.
p. Coordinates and cooperates with the service musician on music selection, rehearsal, and performance as
instructed by the Protestant Traditional Service Chaplain.
q. Provides choir support for military and civilian community events as an outreach as instructed by the
Protestant Traditional Service Chaplain.
r. Contractor shall not engage in the unauthorized duplication of copyrighted materials by photocopying or any other means that would expose the government to liability for penalties under existing or future copyright laws.
s. While in the performance of their duties, shall wear appropriate professional business attire. Shall
present a neat and clean image.
6. Qualifications
The service provider shall provide documentation of the following:
Documented evidence of the following is preferred: An undergraduate degree in music with a
vocal/keyboard/piano/guitar proficiency in protestant music and able to direct and accompany a praise and worship team OR a minimum of five years’ experience in leading a praise and worship team on vocal
keyboard/piano/guitar in protestant music.
a. Possess high competence in vocal keyboard/piano/guitar techniques, music selection, and
ability to accompany other musicians and congregational singing
b. Ability to demonstrate rhythmic accuracy, music sensitivity, and overall appreciation of liturgical
aesthetics.
c. Familiarity with the protestant faith as practiced in the protestant tradition.
d. Demonstrate effective communication skills and working with a variety of age groups, to include
children within a pluralistic environment of the Chaplain Corps.

An under-graduate degree in music is preferred, but not mandatory.
