The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

Contract Position Title: Joint Base Elmendorf-Richardson (JBER) Traditional Protestant

Worship Service Musician

1. QUALIFICATIONS

1.1. A degree in music from an accredited institution is preferred. (A minimum of four years of experience in Protestant Church music may be substituted.)

1.2. Knowledge of Protestant Traditional music is required. Must be able to play piano from sheet music or the hymnal proficiently and assist in vocal leads. Ability to perform in these areas is required.

1.3. Previous experience in a Protestant military chapel setting is preferred.

1.4. Ability to administer both the documentation of services performed and the timely rendering of payment for submusician services (if used) is required.

1.5. A résumé is required for this position.

1.6. Musician/submusician failure to satisfactorily complete the criminal history background check shall result in termination of the contract. Note: This requirement must be met only in the event that you work with any child under age 18 who is not accompanied by a parent or legal guardian.

2. DUTIES

2.1. Musician shall provide services in coordination with the chaplain in charge of the service for regularly scheduled worship services, special services/events or seasonal observances.

2.1.1 Musician shall ensure any substitutions of personnel have met the education and/or experience qualifications (instrument and vocals) and abilities of replaced individual to the approval of the contracting officer and the worship service chaplain to include meeting all the responsibilities listed in this statement of work.

2.1.2 A résumé of all substitutions will be submitted to contracting office and kept within contracting file.

2.1.3 All substitutions are subject to a background check per section 1.6 of the statement of work. Any cancellations on behalf of musician that are not fulfilled with a qualified individual will not be compensated. All substitutions must be approved in writing by the contracting officer (five) 5 business days before event.

2.1.4 Permanent changing of personnel will result in replacement personnel meeting the complete qualifications of the statement of work which includes the interview process. All permanent changes to personnel must be approved in writing by the contracting officer 30 calendar days before start date of new personnel.

2.2. Musician shall ensure that all musical selections are appropriate for the specific type of worship service and Christian season.

2.2.1. Musical selections shall be approved by the JBER Senior Protestant Chaplain and/or the chaplain conducting the specific service.

2.2.2. Musician shall ensure that musical selections and instrumentation are suited to the venue.

2.3. Musician will coordinate with worship service chaplain to adjust tempo and style of accompaniment to enhance the congregation's ability to participate in worship.

2.3.1 Pastoral authority is assumed by the service chaplain to ensure that all members of the Traditional Service team (to include the contract musician) are held to the direction and guidance of mission and care of JBER service members and families who attend the service.

2.4 Musician shall provide for appropriate music for funerals, memorials and other observances, in cooperation with the chaplain assigned to the service (See paragraphs 4.3 and 5.4)

2.4.1 Payment for funerals, memorials and other observances shall be based on the “Special Service/Special Rehearsal” rate as defined in the contract.

3. CONDITIONS

3.1 Interviews will be conducted after request for quote closure date. Interviews will be conducted by the Senior Protestant Chaplain, service chaplain, and/or members of the JBER Chapel to evaluate interview performance. A contracting officer or specialist will be present throughout all interviews.

 3.1.1 Interviews will consist of reading sheet music and a musical demonstration (performed and sung hymnal music). Music and piano for demonstration will be provided by the chapel.

3.1.2 Musicians may bring an additional musical selection to play for the interview, however this is not required, nor will it be a basis of evaluation.

3.1.3 The musician must be able to play worship songs chosen by the worship service pastor and sing in key with 95% accuracy.

 3.1.4 Interviews will include a Q&A time that includes but not limited to musical background and previous experience.

3.2 Musician shall ensure that contract musicians providing services conduct themselves in a professional manner.

3.2.1 Musician/submusicians shall be ready to perform no later than 30 minutes prior to the designated starting time of any service, and 30 minutes prior to a special service. The musician shall not leave until the service has ended.

3.2.2 Musician/submusicians providing music services shall be neatly attired and well groomed. Civilian attire shall be in good taste and of a semi-formal nature for a worship service and casual (no jeans or T-shirts) for other events. Shoes must be worn at all times.

3.2.3 Musician/submusicians shall ensure that all equipment is removed from the place of worship at the end of the service.

3.2.4 No contract musician reporting for duty who appears recently to have consumed alcohol or taken illegal drugs shall be allowed to perform.

3.3 Musician is responsible for set-up, take down, and proper storage of musical equipment and supplemental public address system equipment.

3.4 Musician shall ensure that chapel facilities are left secured and clean following rehearsals and special services.

3.5 Off-base performances shall be approved in advance by the JBER Senior Protestant Chaplain.

4 PROJECTED SCHEDULE OF SERVICES

4.2 Musician shall plan on providing the services of one (1) Musician for the JBER Traditional Worship Service.

4.3 Contemporary duty hours and times for performance include all rehearsals, services, and special services. Requirements vary based on the season/month during this contract. The estimated number of events over the course of 12 months is 130 units. All services are performed on Joint Base Elmendorf - Richardson.

5 DEFINITIONS

5.2 Rehearsal: Rehearsals are held at times other than in conjunction with a performance.

Rehearsals are no less than 30 minutes in duration and involve at least three people.

Average rehearsal length is 60 minutes. Rehearsals will be held in a chapel facility.

5.3 Performance: Performances are held at the scheduled worship service time. A normal worship service is 60 minutes in duration. On special religious holidays, worship service may run longer, but not normally longer than 90 minutes. All performances shall include approximately a 30-minute warm-up period prior to the service start time.

Location of warm-up may vary depending on facility availability.

5.4 Special Service: Special services include memorial ceremonies or services, funerals, religious holidays, and additional rehearsals (with coordination/approval of JBER Senior Protestant Chaplain and person in charge of facility reservations) that might be required for religious holidays.

5.4.2 Given the difficult situation presented by the short notice of funerals and memorials, the musician is strongly encouraged to have a list of potential submusicians who may perform. Under normal circumstances, not less than 2 days-notice will be provided for special services.

5.4.3 Special services shall be billed at the same rate as other performances.

5.4.4 Music Coordinator services for weddings are not included in this contract.

Wedding parties are responsible for the cost of any wedding music provided by the Musician or subcontracted musician.

5.5 Unit: One “unit” is equal to one performance, one rehearsal, or one special service.
