The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

C-1.  Background

C-1.1.  The Command Chaplain, Marine Corps Base (MCB), Quantico, Virginia is responsible for providing a comprehensive Command Religious Program for active duty personnel and their family members at MCB, Quantico and for military retirees living in the surrounding communities.

C-2.  Scope

C-2.1.  The DRE shall be responsible for implementing multiple religious education programs which run concurrently with the traditional academic year (AY), and facilitate ecumenical activities in consultation with the Protestant & Catholic Pastors, i.e./e.g., a one (1) week Vacation Bible School (VBS), picnics, year round Youth Group program, retreats, etc..

C-2.2. The DRE will be required to work 20 hours per week and on Sunday.  They will coordinate their hours with the Command Chaplain so hours can be set during the week on when the DRE will be available in his/her office.

C-3.  Tasks

C-3.1.  Once approval has been obtained from the Faith Group Representatives, the DRE will coordinate the ChilDREn’s Christmas Liturgy/Program and establish a Confirmandi service project and retreat.

C-3.2.  The DRE shall propose and implement AY religious education programs under the oversight of the MCB Command Chaplain and in support of the Roman Catholic and Protestant Faith Group Representatives.  The plan shall include a proposed age appropriate curriculum, required materials, facility usage, modifications to existing programs, and volunteer requirements for all religious education requirements and any other support requirements as negotiated with the Faith Group Representatives.

C-3.3.  The DRE shall coordinate the registration for any religious education programs and maintain updated registration rosters as applicable.

C-3.4.  The DRE shall recruit volunteers to teach classes in the religious education programs and will assign volunteers to classes, ensuring they are provided with teaching aids and resources.

C-3.5.  The DRE shall provide teacher training and orientation sessions as needed during the contract period of performance.

C-3.6.  The DRE shall conduct at a minimum one (1) parent meeting for each Roman Catholic sacrament group: First Reconciliation (Penance) and First Holy Communion (First Eucharist) can be adDREssed at the same parent meeting; Confirmation will require its own parent meeting.

C-3.7.  The DRE shall conduct at a minimum one (1) practice/rehearsal for the Roman Catholic sacrament of First Holy Communion (First Eucharist) and at a minimum one (1) practice/rehearsal for the sacrament of Confirmation.

C-3.8.  The DRE shall oversee all education/training resources for Roman Catholic families who elect to home school their chilDREn in the faith.  The DRE will coordinate and meet with the parents of each sacramental student to determine the progress throughout the preparation period.

C-3.9.  The DRE shall develop an annual calendar of events designed to enhance the delivery of religious education programs and will work with Faith Group Representatives to promote these programs and events within the respective chapel communities.

C-3.10.  The DRE shall serve as a member of both Roman Catholic and Protestant religious education boards and committees, attending meetings as scheduled.

C-3.11.  Once approval has been obtained from the Faith Group Representatives, the DRE will coordinate ChilDREn’s Christmas Liturgy/Program, First Holy Communion retreat and establish a Confirmandi service project and retreat.

C-3.12.  The DRE shall submit a Comprehensive Religious Education Plan annually to include age appropriate curriculum, recommended materials, facility usage, recommended budget and volunteer requirements for the following AY.  At the conclusion of the contract, the DRE shall provide adequate turnover and inventory to the Faith Group Representative.

C-3.13.  The DRE will assist with Roman Catholic sacramental notification following annual Confirmation in accordance with guidelines established by the Archdiocese for the Military Services, USA.

C-3.14.  The DRE shall provide a satisfactory substitute when unable to perform services, at no additional cost to the Government, as outlined in this performance work statement.

C-4.  Security Requirements

C-4.1.  Criminal History Background Checks (CHBC)

C-4.1.1.  In accordance with Department of Defense Instruction (DoDINST 1402.5), CHBCs are required for all contract providers who provide services to individuals under age 18.  CHBCs are based on fingerprints obtained by a government Law Enforcement Officer, as well as inquiries conducted through the Federal Bureau of Investigation and state Criminal History Repositories.  The DRE ensures that prospective employees complete all required criminal background check forms/questionnaires accurately and thoroughly.  Refusal to submit all or part of the information required to complete the procedure will result in disqualification of the prospective employee.

C-5.  Qualifications/Experience

C-5.1. Director of Religious Education shall be a baptized and confirmed member in the Catholic Faith and willing to support the other Faiths in their Religious Education journey.  The DRE will have to be certified as Catechist through the Archdiocese for Military Services, USA, which will be signed off by the officiating priest of the installation and have a background check through the AMS as well.

C-5.2.  At a minimum, the DRE should have a master’s degree in religious education or in  secular education or the equivalent.  The DRE shall also have the experienced knowledge of not only the Catholic theology and catechesis, but of all faiths.

C-5.3.  The DRE must possess a general working knowledge of the religious education process (i.e., faith-specific requirements of the Roman Catholic religious education program, particular understanding of the Vatican II Councils’ renewal in Catechism development in scripture, liturgy, sacramental expression in spirituality and the Rite of Christian Initiation of Adults (RCIA) process will be required).

C-5.4.  The DRE shall be proficient in planning, coordinating, and instituting comprehensive religious programs including appropriate age specific curriculum based specified faith group requirements.

C-5.5.  The DRE shall possess a working knowledge of Microsoft Word, PowerPoint and Excel.

C-5.6.  The DRE shall possess the skills to recruit, train and supervise volunteers to instruct and assist with these faiths specific religious education programs/classes.

C-5.7.  The DRE shall have an understanding and appreciation of the concept of “home schooling” so as to provide adequate guidance and training to parents who wish to pursue that method in educating their families in the faith.

C-5.8.  The DRE shall be flexible in working with the ever-changing requirements of the military chapel communities.
