The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.0 INTRODUCTION.

1.1 The Government requires a Catholic Music Director Services in support of military religious and worship activities. The Music director shall provide support to the Religious Support Office (RSO), Chaplains, and Religious Affairs Specialists for Department of the Army (DA).

1.2 The music director shall facilitate the communal, public worship life enhancing full and active participation of the assembly/congregation by planning, administering, and evaluating quality musical experiences in cooperation with musical and ministries, in collaboration with all Religious Denomination Chaplains, Chaplain Staff, Religious Affairs Specialists, and Civilian workforce.

2.0 SCOPE OF WORK.

2.1 This is a Non-Personal Services Contract with the Fort Moore, GAReligious Support Office (RSO) for the music director to perform tasks, and provide deliverables, identified herein. This PWS defines the requirements/deliverables of the music director; ensuring the individual Free Exercise of Religion for military personnel, family members, and authorized personnel; a statutory requirement under USC Title X.

2.2 This contract does not create an employer-employee relationship between the Government and Music director, as well as any corporation, partnership, business association, other party or legal entity with which the Music director may be associated. The Government assumes no responsibility for costs incurred for services performed by the Music director that are not included in this contract. There are no provisions for lodging, employee benefits, medical care, retirement, or Workmen's Compensation Insurance. Payment will be made monthly on a per service basis.

2.3 The Music director shall provide support for those services for which no Unit Ministry Team (UMT) members (Chaplains and Religious Affairs Specialists), RSO Department of the Army (DA) Civilians, and volunteers can provide. The contract cannot duplicate duties required or provided by these entities, as contracted services are an exception to policy.

2.4 This contract is not a fulltime position with a standard 9:00 AM to 5:00 PM, Monday through Friday-type work environment. Workdays and hours may vary according to the approved Calendar of Events, tasks outlined in the CLINs, and the time of meetings. Many of the tasks will require holiday, evening, and weekend hours.

2.5 No UMT member, military member, DA Civilian, fellow music director, or volunteer can supervise or direct the Music director or control the method by which he/she performs the required tasks. Under no circumstances shall a work schedule be prepared for the Music director or the impression be given that the Music director is an employee of the Government. It is the responsibility of the Music director to guard against any actions that are of the nature of personal services, give the impression of personal services, or portray his/her position as that of an employee.

2.6 Under no circumstances shall a Music director provide direction to a Religious Affairs Specialist (RAS), general military member, a DA Civilian, fellow music director, or volunteer, nor shall he/she represent in an official capacity of the Federal Government, U.S. Army or Air Force or the local congregation that the contract supports.

3.0 PERIOD OF PERFORMANCE. The Government contemplates a five-year contract consisting of a

12-month base plus four 12-month optional periods of performance.

4.0 PLACE OF PERFORMANCE.

4.1 Place of Performance is at Government facility, Fort Moore, GA, Main Post Chapel.

5.0 REQUIREMENTS (TASKS).

5.1 General. (Tasks common to the below enumerated tasks/CLINs)

5.1.1 Music director shall attend planning and coordination meetings and provide necessary musical

input for services.

5.1.2 Music director personnel shall regard personal information on all applicants, volunteers, and

participants as confidential. Music director shall comply with all privacy and confidentiality laws and

regulations. As required by public laws and military regulations, the Music director shall divulge

information of illegal activities to the proper authorities.

5.1.3 The Music director personnel shall present a neat, well-groomed appearance appropriate for

religious worship services and other activities identified in this PWS while performing under this

contract.

5.1.4 Music director personnel shall behave in a professional manner befitting US military religious

support activities. Music director personnel shall demonstrate dignity and respect, keeping in

harmony with the values and norms of the Army Chaplain Corps. Music director personnel shall

refrain from using offensive language such as swearing, cursing, disparaging language, and other

such communications.

5.1.5 Music director shall develop and deliver annual musical calendar, plans services in consultation

with Chaplains and Religious Education Coordinators.

5.1.6 Music director shall provide general guidance in matters of music.

5.1.6.1 Music director shall coordinate and coach all persons involved with music ministry.

5.1.6.2 Music director keeps abreast of developments in musical trends, while maintaining a

substantial level of doctrine, in music, in conjunction with Army Chaplaincy policy.

5.1.6.3 Music director shall assist musicians in improving existing musical skills and

proficiency.

5.1.6.4 Prepare and use digital worship music software (ex. Proclaim/PowerPoint/CCLI)

music slides if required for service. If special music is required to be printed in bulletin or

insert, provide a digital copy of the text for any selected songs at least four (4) duty days

prior to performance.

5.1.6.4.1 Maintains a digital music library with current resource material

5.1.6.4.2 Music director shall comply with all copyright law

5.2 Catholic Service Musician (1000, and 1300 Sunday at Soldiers Chapel)

5.2.1 Task 1 (CLIN 1 Catholic Worship Service). The length of a Mass is one (1) hour.

5.2.1.1 Music director shall meet with the Catholic Pastoral team to identify the Government’s

music requirements for scheduled worship services. Music director shall select music

appropriate to the worship service and provide creative planning for the services in order to

prepare a worship set that is consistent with the common practice and theology of the

service and select music in keeping with the theme of the worship service, event, or

ceremony.

5.2.1.2 The Music director will provide music selections to the Chaplain Sponsor in time to be

added to the presentation software for the services as needed.

5.2.1.3 The Music director shall provide appropriate musical support during designated worship

services. The purpose of the Music director is to provide music and choral performances to

assist the congregation in worship.

5.2.1.4 The Music director shall provide a prelude (at least 15 minutes prior to the service) and

postlude (at least 5 minutes after the service) in consultation with the military Chaplain or

designated representative.

5.2.1.5 The Music Director shall lead the congregation: singing of hymns, chorus, spiritual songs, and special music that enhances the atmosphere of worship for the particular congregation. The Music director will coordinate with the instrumentalist to adjust tempo and style of musical arrangements to enhance the congregation’s ability to participate in

 worship through the singing of hymns, choruses, and spiritual songs.

5.2.1.6 Music director shall perform site preparation (set-up) and restoration (stowing musical

 equipment or other activities necessary to return facility to pre-service configuration).

 Music director shall arrive in sufficient time prior to the commencement of worship services to

 prepare the facility for music performances.

5.2.2 Task 2 (CLIN 2 Catholic Rehearsal). Length of a Rehearsal is one (l) hour.

5.2.2.1 Music director shall schedule, coordinate, and conduct all rehearsals necessary to

 prepare musicians and/or choirs for performances.

5.2.2.2 Music director shall provide musical direction to the musician(s) and/or choir for all

 rehearsals, one hour each week, with the time and day to be determined by the Government

 Catholic Chaplain.

6.0 Background Checks and Investigations: Contract personnel shall submit to and pass a thorough

 Criminal History Background Check per Public Law 101-647, Section 231, Crime Control Act of

 1990; DoD 1402.5, Criminal History background Checks on Individuals in Child Care Services, AFI

31-501 Background Checks/Investigations and 36 WG/HC OI 31-3, Background Investigation. The

 background check will be coordinated by the Chaplain Division and includes an Installation Records

 Check and a Child Care National Agency Check and Inquires.

6.1 Competency of Music director Personnel. All services under this contract are to be performed by an adult. Applicants must be willing to undergo a background check. The Music director shall be fully qualified to perform the required services without any supervision or direction by Government

 Personnel.
