The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

PROTESTANT DIRECTOR OF RELIGIOUS EDUCATION (DRE)

GENERAL SERVICES:

The Naval Base Guam Chapel is acquiring non-personal services for a Director of Religious Education (DRE). The primary purpose of this position is to develop, implement and oversee programs for faith instruction and spiritual development for the Protestant faith group as prescribed by the Command Religious Program. These programs may include but are not limited to: Sunday school, Vacation Bible School, Children’s Church, Youth Groups, and other special events as required.

1.0 DUTIES and RESPONSIBILITES:

1.1 The Director shall coordinate goals, programs and an action plan for a total religious education program that promotes learning for all age levels with a special emphasis on children, young adults and small groups. These goals, programs and plans shall be conducted in coordination under the Protestant chaplain’s supervision.

1.2 The Director will assist the Protestant Chaplain in conducting faith community needs assessments and will consult with Protestant Chaplain in designing education/formation programs to promote a full range of faith group-specific programs with a special emphasis on children, young adults and small groups.

1.3 The Director shall identify, recruit, empower, provide training, coordinate, supervise, and evaluate religious education volunteers from within the faith communities.

1.4 The Director shall coordinate publicity of chapel programs to include production and distribution of flyers, electronic and social media and maintenance of current information of interest to the Protestant faith community on chapel bulletin boards.

1.5 The Director shall coordinate special events with advisement from the Protestant Chaplain as they relate to the Protestant Religious Education Program. Coordinate with other base departments, chapel staff and volunteers for the use of spaces and resources when scheduling events.

1.6 The Director Order, receive, inventory, maintain chapel supplies, and ensure the availability of supplies needed for worship, religious education, and fellowship events as they relate to the Protestant Religious Education Program.

1.7 The Director shall attend required chapel staff training and meetings as scheduled, coordinate and collaborate with the Catholic DRE and other Chapel staff regularly.

1.8 The Director shall provide assistance and support for all Protestant Religious Education events to include regular service, coordinate the set up and break down of equipment and other chapel items for all events.

1.9 The director shall provide routine and recurring nature (i. e. receiving telephone calls, developing bulletins, maintaining chapel schedules, ordering supplies/materials), the DRE will work independently.

For special activities, events, and planning the DRE will work closely with the Protestant Chaplain. Completed work is reviewed for accuracy and compliance with oral and/or written instructions.

1.10 The director shall respond to telephone calls, prepare weekly bulletins, coordinate publicity of the chapel programs, and provide assistance for chapel events. The director shall require independent judgment in prioritizing workload, resolving conflicting schedules of chapel events.

1.11 The director shall serve as a point of contact for community members desiring to receive religious instruction and education through the Protestant programs of the U.S. Navy Base Guam Chapel. The religious education program, related services and events coordinated by this position contribute to the morale of the military members.

1.12 The director shall be required to lift up to 20 pounds unassisted in order to set up and break down chapel equipment for chapel events.

2.0 WORKLOAD SERVICE HOURS: The director shall provide total service workload hours NTE 1040/hours. Not more than 20 hours/week. Time required of DRE will vary greatly due to the nature of their position. Due to worship services, the director will be required to work on weekends and holidays.

Time spent participating at a faith group function outside the capacity of DRE such as attending a worship service or facilitating a Bible Study cannot be credited as service unit hours.

2.0 QUALIFICATIONS:

a. The Director personnel shall possess two years demonstrated experience in RE or in a chapel or church leadership position.

b. The Director shall have at least High school education (or equivalent) and experience as an educator.

c. The Director shall be a Person of Christian faith, active in personal devotion and prayer, and a regular participant in corporate worship services.

d. The Director shall be fluent in English; oral and written, grammar, punctuation and spelling.

e. The Director personnel shall possess appropriate interpersonal skills to assist all levels of military active duty, retired, dependents of various military service branches, chapel staff, Protestant Advisory

Council members, and all who participate in chapel services or program.

f. The Director shall conduct all business in a professional, sensitive and confidential manner.

g. The Director personnel shall be proficient in using computers and programs, to include Microsoft Office programs (Word, Excel, and PowerPoint), social media channels (Facebook and Twitter) along with types of documents such as bulletins, chapel flyers and reports.

h. The Director shall possess the basic knowledge of supply inventory, accounting and coordination of equipment sufficient to adequately manage chapel supplies and offering funds.

i. The Director performing services under this contract must have access to Naval Base, Guam (NBG) and may be required to provide necessary materials to obtain access to NBG such as favorable GPD background check and proof of US citizenship or valid work permit.

4.0 BACKGROUND CHECK: This contract will be awarded on a provisional basis until a thorough Criminal History Background Check is performed per Public Law 101-647, Section 231, Crime Control Act of 1990, DODI 1402.5, Criminal History Background Checks on Individuals in Child Care Services, AFI 31-

501 Background checks/Investigations and Naval Base Guam, CID, Background Investigations. The background check will be coordinated by the NOICE, Command Chaplain and includes an Installations Records Check and a Child Care National Agency Check and Inquiries. Unfavorable response on either check will result in immediate termination of position.

5.0 Inspection and Acceptance of Services:

5.1 The Director will be working in coordination with the Senior Protestant Chaplain and/or Senior Enlisted Leader, all within oversight by the Command Chaplain. Activities and services are subject to advisement by the Protestant Chaplain, Lead Chief Petty Officer, Command Chaplain,

Executive Officer and Commanding Officer

5.2 The Director performing services under this work statement is an independent director who is responsible for accounting and payment of social security taxes, federal income taxes, state income taxes, unemployment insurance premiums, and tort liability.

5.3 Service units to be paid under the contract will be based upon actual work performed by the Director and accepted by the government.

6.0 PLACE OF PERFORMANCE: The Director shall perform services at Naval Base Guam Chapel Bldg. 1984, but may involve travel to other locations on and off base.
