The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
1. General: This is a non-personal services contract to provide music for Catholic Worship Services and rehearsals at Joint Base Andrews Chapel. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Musician who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The musician shall provide all personnel, transportation, supervision, and other items and non-personal services necessary to perform Catholic Worship Services and rehearsals at Joint Base Andrews Chapel as defined in this Performance Work Statement except for those items specified as government furnished property and services. The musician shall perform to the standards in this PWS.
1.2 Background: Historically, the Catholic Services musician has provided the accompaniment music for all of the Catholic services as well as Holy Days of Obligation and other special services.
Provide music selections reflecting the solemnity of the day/season, keeping with traditions of the Catholic Church.
1.4 Scope: The musician shall serve as the performing musician, specifically pianist /keyboard accompanist, for Catholic Worship Services and rehearsals at Joint Base Andrews Chapel. The musician must be proficient in diverse styles of religious music. The musician shall furnish all labor and transportation to provide non-personal Musician services in accordance with the PWS. Equipment, tools and materials needed to perform required duties will be provided by the government. The use of personal items is permitted but repair or replacement will not be provided by the government. The musician shall consult and coordinate with the Chaplain-in-charge/designee.
1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:
1.6 Recognized Special Services: Provide musical accompaniment for special services and religious holidays. Rehearsals will be coordinated by the musician. Special Services include:
- Holy Days of Obligation
A list of historically observed holidays is listed below.
• Thanksgiving Service (Last Wednesday in November)
• Advent/Lenten Reconciliation Services
• Christmas Eve/Christmas Day
• Holy Week (Easter)
1.6.4 Hours of Operation: The musician is responsible for conducting business, between the hours of 0730-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the musician will not be reimbursed when the government facility is closed for the above reasons. The Musician must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Musician shall keep in mind the stability and continuity of the workforce are essential.
1.6.5 Place of Performance: The work to be performed under this contract will be performed at Chapel 1 (Bldg. 1345) on Joint Base Andrews.
1.6.6 Type of Contract: The government will award a Firm-Fixed Price contract.
1.6.7 Security Requirements: Musician personnel performing work under this contract must meet Joint Base Andrews security requirements at time of the proposal submission, and must maintain the level of security required for the life of the contract. The security requirements are in accordance with the attached DD254. Musician shall receive background check in accordance with Department of Defense Instruction (DoDI) 1402.5.
18.104.22.168 Physical Security: The musician shall be responsible for safeguarding all government equipment, information and property provided for musician use. At the close of each work period, government facilities, equipment, and materials shall be secured.
22.214.171.124 Key Control: The Musician shall establish and implement methods of making sure all keys/key cards issued to the Musician by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Musician by the Government shall be duplicated. The Musician shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Musician shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.
126.96.36.199.1. In the event keys, other than master keys, are lost or duplicated, the Musician shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Musician. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Musician.
188.8.131.52.2. The Musician shall prohibit the use of Government issued keys/key cards by any persons other than the Musician’s employees. The Musician shall prohibit the opening of locked areas by Musician employees to permit entrance of persons other than Musician employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.

1.6.8 Special Qualifications: Musician shall have a least a High School diploma or equivalent. Have two (2) years musical training on piano/keyboard, or possess two (2) years or more as a musician in a church or Chapel setting. Experience in military Chapels is preferred. Musician shall be able to sight read music and play prepared special arrangements of worship music and have experience in a wide range of liturgical music to include the Roman Catholic style and must be familiar with the Roman Catholic liturgical calendar and appropriate music ministry.
2.1 Specific Tasks:
2.1.1 Personally perform the services described below or designate a substitute of equal or higher proficiency to perform the services. Provide piano/keyboard accompaniment for Sunday Catholic Service (1 unit per week) and provide musical accompaniment for special services (1 unit per occurrence) and religious holidays (1 unit per occurrence). One (1) unit = One (1) service.
2.1.2The musician will provide a suitable submusician when not personally performing the contracted service. Except in emergency situations, the chaplain will be notified at least 7 days before such change is necessary. The submusicians name and phone number will also be provided at that time. The submusicians must meet the qualifications set forth in this PWS with approval from the chaplain. When the Musician expects to be absent from the service ahead of time, the submusician shall conduct the rehearsal prior the service for consistent direction.
2.1.3Rehearsals will be coordinated by the musician (1 unit = one (1) rehearsals per week). The music selection will reflect the solemnity of the day/season and will be in keeping with traditions of the Catholic Church. Performances during both Mass and rehearsals will be professional quality with few to no errors. One (1) unit = One (1) rehearsal.
2.1.4Arrive at least 30 minutes prior to the worship service for set up and to begin playing as congregation enters. Then before leaving, ensure equipment is clean and secure after service is complete.
2.1.5Be familiar with and accompany cantor/choir in multiple genres of music during the worship service, as well as plan music for weekly services which includes: providing background music throughout the service, as well as accompaniment for songs, Responsorial Psalms, etc. during Chapel services.
2.1.6 Maintain a neat, clean, and well-groomed professional appearance and conduct themselves in a businesslike manner. Must be able to work amicably with Service Chaplain/designee, Chapel staff, choir members/musicians.
