The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.0 Introduction.

This is a non-personal services contract to provide Catholic Music Support (Hohenfels Main

Post Chapel, Hohenfels, AE, Germany 92366 ) for the U.S. Army Garrison Bavaria, APO AE

09114. The Government will not exercise any supervision or control over the contract service

providers. The Music director shall perform to the standards specified in this Performance Work

Statement (PWS). Contract service providers shall be accountable solely to the music director

who, in turn is responsible to the Government. The music director shall provide all personnel,

equipment, supplies, facilities, transportation, tools, materials, supervision, and other items

and non-personal services necessary as defined in this PWS. The music director shall perform to

the standards and acceptable quality levels identified in this PWS and associated contract

documents. The music director shall perform all related administrative actions required or

requested by USAG Bavaria RSO to provide services or perform work in the PWS.

1.1 Background.

This is a non-personal service(s) contract to provide Catholic Music Service Support

(Hohenfels Chapel). Music director shall play the Organ/Piano for all scheduled regular and

special worship services and rehearsals. Special worship services include memorials.

1.2 Objectives.

The music director shall provide music supports to the Hohenfels’ Catholic service within the

performance of the PWS. Services rendered under this contract will be Catholic music

support for Hohenfels Catholic Chapel Community in USAG Bavaria, Germany. Music

provided shall be conducted for religious services in accordance with AR 165-1.

1.2.1 The music director shall ensure all work in support of mission requirements tendered to the

Government for acceptance conforms to the measurable performance standards of quality,

timeliness, and quantity specified in the PWS of this contract. Without additional expense to

the Government, the music director shall obtain/ensure sub music directors obtain all licenses, and

permits required to perform this work under this contract. The intent is to establish work

requirements that are performance-based and results oriented. This approach is intended to

allow the music director to determine the best and most cost effective ways to fulfill base

operations and their component needs, emphasizing innovation and commercial best

practices.

1.3 Climatic Conditions.

The music service will be rendered mostly to Catholic religious services in the form of the

respective congregations’ worship form. But in a case of memorial service, the music service

must be matched with the nature of the memorial service which may be neutral in religious

color.

1.4 Facility Access.

The music director shall ensure access to all fire detection and suppression systems in case of

emergencies or for other Fire Department purposes. The music director shall inform the USAG

Hohenfels Fire Department point-of-contact (POC), prior to outages that will impact the

function of the system, special problems or circumstances, which requires USAG Hohenfels

Fire Department inspection. The Fire Department will reset alarm systems to operational

status.

2.0 Requirements

2.1 Description of Services. This is a non-personal service(s) contract to provide

Catholic Music Service Support (Hohenfels Catholic Chapel).

2.1.1 Non-Personal Services.

The personnel rendering the services are not subject, either by the contract’s terms or by the

manner of its administration, to the supervision and control usually prevailing in relationships

between the Government and its employees. Non-personal service contracts are authorized

by the Government in accordance with (IAW) Federal Acquisition Regulation (FAR) Subpart

37.104, under general contracting authority, and do not require specific statutory

authorization.

2.2 General Information.

2.2.1 Hours of Operation.

The music director is responsible for conducting business during the regular weekly services and

special services according to a set service schedule, typically between the hours of 0900 –

1130 Sundays except when the Government facility is closed due to local or national

emergencies, administrative closings, or similar Government directed facility closings. The

music director must at all times maintain an adequate workforce for the uninterrupted

performance of all tasks defined within this PWS when the Government facility is not closed

for the above reasons. The Government facility office hours, facility operating hours, and the

music director support hour requirements often coincide, however, they may differ. Please refer to

the following.

2.2.2 Installation Closures.

When an unforeseen installation closure occurs on a regularly scheduled day of work, the

music director shall communicate with the chapel pastor and COR, and coordinate to reschedule

the work according to the rescheduling of the chapel service.

2.2.3. Inclement Weather Delay.

If the music director determines unsafe weather conditions for continued operations, the

music director shall notify the chapel pastor, USAG Bavaria RSO and COR three (3) hours prior

to curtailing chapel services due to inclement weather. The music director shall obtain an

approval or agreement of the chapel pastor or COR to resume the scheduled music service.

2.2.4 The music director shall coordinate with USAG Bavaria RSO (Religious Support Office)

and COR in preparation for and during emergency operations situations such as inclement

weather, flood, active shooter, fire or other emergency situations. The music director may be

called upon to deliver a wide variety of services to the installation through an emergency

DMO/PWO in support of emergency response. The music director shall be required to provide all

normal services during an emergency response unless otherwise directed by the RSO,

however emergency response requirements will take precedence over normal DMO/PWO

activities.

2.2.5 Federal Holidays.

2.2.5.1 The music director’s performance shall not be required on the Federal public holidays

listed below. Holidays occurring on weekends will be observed as directed by the Federal

calendar (5 U.S.C. 6103).

President’s Day Veteran’s Day

Memorial Day Thanksgiving Day

Independence Day Christmas Day

2.2.5.2 However, the music director shall make an exception for the following federal holidays

and provide the contracted music service because this is a religious support contract and the

goal of this contract is to meet the need of the Catholic community’s religious service. If the

music director cannot offer the service, the music director shall provide an alternative coverage.

New Year’s Day which is a holy day of obligation for the feast of Mary the Mother of God.

Christmas which is the major holy day according to the Catholic faith tradition

Thanksgiving Day

3.0 Performance Task Requirements, Standards and Acceptable Quality Levels

(AQLs)

3.1 Standards (STDs) of Music Service

The music director shall provide services for Catholic Music Service Support (Hohenfels Catholic

Chapel) according to a standard for measurement of the USAG Bavaria RSO’s religious

support plan and requirements.

3.1.1 Standards (STDs) for Weekly Services.

The music director shall obtain and provide the Hymn numbers for weekly services to the chapel

office during the work week (Deliverable A012). Be well groomed, neat and give a

professional appearance at all times when exercising the tasks of this contract. Be at the

chapel 30 minutes prior to the beginning of the service/program. Begin playing music five (5)

minutes prior to the start of the service/program as people arrive. Play the piano for the

prelude, choral call to worship, praise choruses, congregational hymns, special music

arrangements, prayer time instrumental music, choral amen, and the postlude i.e. music

related to the style of worship during these services. The music director shall provide a qualified

alternate musician when unable to personally perform for worship services or rehearsals.

The music director shall coordinate with COR/Chapel Pastor two (2) days prior to the scheduled

services. The music director shall provide the name and telephone number of the alternate

musician (Deliverable A013). In the event that the alternate musician is a U.S. military

member or DoD civilian, the music director shall brief them to obtain prior proper approvals before

performing.

3.1.2 Standards (STDs) for Choir / Praise Team Rehearsals.

The music director shall obtain and provide the Hymn numbers for rehearsals to the chapel office

during the work week prior to the rehearsals (Deliverable A014). Be at the chapel 30

minutes prior to the beginning of the service/program. Begin playing music five (5) minutes

prior to the start of the service/program as people arrive. The music director shall provide a

qualified alternate musician when unable to personally perform for worship services or

rehearsals. The music director shall coordinate with COR/Chapel Pastor two (2) days prior to the

scheduled services. The music director shall provide the name and telephone number of the

alternate musician (Deliverable A015). In the event that the alternate musician is a U.S.

military member or DoD civilian, the music director shall brief them to obtain prior proper

approvals before performing.

3.1.3 Standards (STDs) for Special Services (The priest or the Catholic Parish Coordinator

or chaplain’s office will notify to the music director whether it will be a special service or not.)

The music director shall obtain and provide the Hymn numbers for special services to the chapel

office prior to the special service/program (Deliverable A016). Be well groomed, neat and

give a professional appearance at all times when exercising the tasks of this contract. Be at

the chapel 30 minutes prior to the beginning of the service/program. Begin playing music five

(5) minutes prior to the start of the service/program as people arrive. Play the piano for the

prelude, choral call to worship, praise choruses, congregational hymns, special music

arrangements, prayer time instrumental music, choral amen, and the postlude i.e. music

related to the style of worship during these services. The music director shall provide a qualified

alternate musician when unable to personally perform for worship services or rehearsals.

services. The music director shall provide the name and telephone number of the alternate

musician (Deliverable A017). In the event that the alternate musician is a U.S. military

member or DoD civilian, the music director shall brief them to obtain prior proper approvals before

performing.

4.0 Common Levels of Support (CLS)

4.1 Outline the Tasks.

The music director shall provide musical accompaniment for regular worship services and special

services. The musical accompaniment includes preludes, postludes, offertories,

congregational hymns, and other music as selected during the worship hour; music

performed by the choir, and soloists as coordinated by the choir director to include “warmups”

of fifteen (15) minutes or less prior to the service. The weekly music rehearsals

scheduled by the choir director or Pastor of the service includes meeting with the choir in

coordination with the choir director to practice and familiarize oneself with the selected pieces

and performing the cantatas during the designated service. Total number of rehearsals shall

not exceed 52.
