The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

Introduction. This is a non-personal services contract to provide qualified Catholic Rite of Christian Initiation of Adults (RCIA) Coordinator, and a Catholic Community Pastoral Associate Coordinator to perform at chapel services and special services, and coordinate ministries with expertise in order to (IOT) meet mission requirements of Fort Bragg Religious Support Office (RSO). The Government will not exercise any supervision or control over the contract service providers. The Coordinator shall perform to the standards specified in this Performance Work Statement (PWS). Contract service providers shall be accountable solely to the Coordinator who, in turn is responsible to the Government. The coordinator shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non- personal services necessary to provide assistance with general and technical administrative support functions as defined in this Performance Work Statement except for those items specified in Part 3 as government furnished property and services. The coordinator shall plan and coordinate all administrative and logistical requirements as defined in this Performance Work Statement (PWS) in coordination with the Contracting Officer Representative (COR) and the technical supervisor. The coordinator shall perform to the standards in this contract.

Background. Fort Bragg’s military population is the largest in the United States. It is a very mobile population with numerous deployments. The RSO has a requirement to provide Religious Services for the Fort Bragg Religious Community. The services include providing Musicians for scheduled and special Chapel Services conducted on Fort Bragg at the various chapels. The mission and ministry of the chaplaincy is supported, extended and enhanced by other religious ministry personnel. These include Department of Army Civilians (DACs), Director of Religious Education (DRE), civilian coordinators (clergy, music directors, youth workers, etc.), distinctive faith group leaders, and volunteers. These personnel support the chaplaincy in various professional and technical ways in bringing quality ministry and spiritual support to soldiers and family members. This provides quality of life resources to the military worshipping communities.

Objectives. The Coordinator shall ensure all work accomplished in the performance of this PWS meets all applicable Federal, State, and local laws, regulations, and directives to include, but not limited to, the publications in Section 7, Related Documents.

2.2 Special Qualifications - Catholic Pastoral Associate Coordinator (CPAC)

2.2.2.1 CPAC shall be computer literate with knowledge of word processing, database, and spreadsheet software.

2.2.2.2 CPAC shall be a practicing Roman Catholic in good standing who celebrates the sacraments on a regular basis. If possible, the Catholic CPAC shall be an active participant in the Fort Bragg community of faith in order to have an understanding of the special needs of the military community.

2.2.2.3 CPAC shall be able to read, write, speak, and understand the English language to effectively carry out all contractual requirements. He/she shall have a command of both the written and spoken English language to properly clearly, and effectively communicate in person or via electronic devices (telephone or Email) with co-workers, customers, and the general public.

2.2.2.3 Catholic CPAC performing work under this contract shall be a U.S. citizen unless the provisions of Army Regulation 25-2, Information Assurance have been fully completed and approval has been granted by the Government for the use of a non-U.S. citizen to perform the required support.

2.2.2.4 Catholic CPAC shall be able to communicate, when necessary, with the COR between the hours of 0900-1700, Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Coordinator shall respond to all correspondence within 24 hours.

2.2.2.5 Catholic CPAC shall provide the KO and COR with work and cell phone numbers.

2.2.2.6 Catholic CPAC shall have a minimum of 3 years parish or diocesan experience.

2.2.2.7 Catholic CPAC should have experience in working within the parish or church structure in the areas of administration and evangelization.

3.1 Specific Duties of Catholic Pastoral Associate Coordinator. (CPAC)

3.1.1 Catholic Planning Services:

3.1.1.1 Plan and develop initiatives with experts in the field in order to strengthen the parish members’ faith and encourage them to reach out to others.

3.1.1.2 Collaborate with the DRE and the Senior Catholic Priest in the design for long range planning, budget preparation and program evaluation.

3.1.1.3 Coordinator shall develop and submit not later than twenty (20) working days, after contract award, an acceptable annual Roman Catholic Event calendar to the Senior Priest.

3.1.2 Facilitate Service Projects

3.1.2.1 Facilitate and coordinate service projects for the Fort Bragg Catholic Community to grow in their awareness of the needs of others in and around Fort Bragg. Promote these service projects to connect the participants with the Social Justice teachings of the Catholic Church.

3.1.3 Facilitate workshops

3.1.3.1 Organize or sponsor a variety of workshops, retreats or conferences in collaboration with the DRE and the Senior Catholic to benefit parish leadership in the areas of ministry related to religious education, liturgical ministries, and other Catholic ministries.

3.1.4 Conduct parish leader training

3.1.4.1 In light of the New Evangelization, support the training of leaders and volunteers to assist in the New Evangelization to reach out to those who no longer practice their faith, and to those who need to re-energize their Catholic Faith. Promote knowledge and implementation of papal and Bishop’s documents on the New Evangelization to highlight adult education in the parish.

3.1.5 Catholic faith growth

3.1.5.1 Assist Catholics in the Fort Bragg Community in their growth and development in their Catholic Faith by providing faith content, communication and networking skills. Provide opportunities for them to gather to participate in scholarly lectures and provide fellowship. Encourage members of the Catholic Community to use their gifts and talents through hands-on or virtual ministry and service initiatives to the Fort Bragg and surrounding communities.

3.1.6 Volunteer Appreciation Events:

3.1.6.1 Coordinator shall coordinate Parish Volunteer Appreciation efforts to include the picking-up/ordering/catering of food items from the vendors to the assigned facility. Coordinator is not required or authorized to pay for food items.

3.1.6.2 Coordinator shall arrange (i.e., securing location, recreational games, gifts, food and supplies for the Annual Volunteer Appreciation Event (normally in Spring).

3.1.7 Administrative

3.1.7.1 Following the Senior Priest’s and/or DRE’s guidance, submit purchase requests (PRs) for NAF and AF funds IAW AR 165-1 and the CTOF SOP. Coordinator will have online database access (formerly known as CHIPS) IOT submit CTOF PRs for the Catholic Community.

3.1.7.2 Coordinator shall arrange and meet with a GPC cardholder for online and off post purchases.

3.1.7.3 Coordinator shall manage the distribution of ordered and received worship literature/curricula, and supplies.

3.1.7.4 Coordinator shall facilitate advisory board meetings

3.1.8 Fort Bragg Catholic Community Social Media Coordination and Administration:

3.1.8.1 Maintain social media websites. Ensure that bulletins electronic and/or physical are created each week for the Catholic Parish and approved by the Senior Catholic Priest. Promulgate relevant news and information to the parish and volunteers.

3.1.8.2 Maintain an informational database of further development opportunities.

3.1.8.3 Coordinator shall publicize all Fort Bragg Catholic Community events and programs on the Fort Bragg Catholic Community/St.Michael’s social media pages/sites.

3.1.9 Workshops/Meetings/Events

3.1.9.1 Coordinator shall provide physical or virtual classes, leader training, events, team development classes, parish meetings, etc. IAW the CLINS sheet for services to be rendered.

3.1.10 Submittals:

3.1.10.1 Coordinator shall prepare and distribute a digital ‘IMCOM story board’ on larger events/service projects, K of C, Columbiettes, Catholic youth or mission trips, etc. following the proper template, NTE 8 times a year.

3.1.10.2 Coordinator shall provide a report on various Catholic ministry activities, their conduct efforts/coordination; and discuss resource requirements for the youth ministry program with the Senior Priest and DRE.
