The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
1. DESCRIPTION OF SERVICES/GENERAL INFORMATION. The musician shall, under the guidance of
the Roman Catholic Worship Service Chaplain(s), serve as the primary music director to provide choral and congregational musical direction in support of and meet the needs of the 0900 (Sunday) Roman Catholic Mass Worship Service at the Misawa AB Chapel, Bldg. 358.
1.7.1. Musician must furnish a resume that established they possess proficiency from sources that can include either academic or prior experience. The musician must be able to lead vocal congregational singing. Offerors will demonstrate technical proficiency through an evaluation. Offerors will be evaluated on one (1) piece of written music, which they will receive one (1) week prior to the evaluation. Offerors will be evaluated on their ability to read music, vocalize, and to perform the provided music satisfactorily. Musician must possess a working knowledge of the liturgical calendar to be able to anticipate musical needs for presentations during the special seasons of the year. Experience in church music, a background in vocal and instrumental music instruction, hymnology, traditional religious music, and contemporary religious music is desirable.
1.7.2. The musician must be fluent in conversational English.
1.1. Tasks. The musician shall perform tasks listed in para. 1.1.1. - 1.1.9. Performance shall meet or exceed established standards of timeliness and accuracy.
1.1.1. Coordinate all music support requirements for 52 regular 0900 (Sunday) Roman Catholic Mass Worship service in consultation/cooperation with the Roman Catholic Musical Accompanist, Roman Catholic Worship Service Chaplain(s), other musicians, and/or singers.
1.1.2. Participate in 52 weekly rehearsals with the Roman Catholic Music Accompanist, Roman Catholic Worship Service Chaplain(s), other musicians, and/or singers.
1.1.3. Provide music for up to eight (8) special seasonal worship services as requested by the Roman Catholic Worship Service Chaplain(s) to include, but not limited to, Christmas and Holy Week services.
1.1.4. Participate in up to eight (8) rehearsals for the aforesaid special seasonal worship services in cooperation with the Roman Catholic Music Accompanist, Roman Catholic Worship Service Chaplain(s), other musicians, and/or singers.
1.1.5. Select hymns, songs, and worship music following the Church Calendar/Liturgical Season. Musician will submit selections to the Catholic Chaplain or his/her designee 14 business days or as otherwise agreed upon period of time prior to the date of performance.
1.1.6. Recruit a volunteer choir and assemble them 30 minutes prior to the announced time of the service for a 10 minute warm-up session that will end no later than five (5) minutes prior to the start time of the service. Musician will remain in the sanctuary during the worship service.
1.1.7. Setup and take down all necessary items for rehearsals and worship services.
1.1.8. Ensure the areas used will be properly secured upon completion of rehearsals and worship services.
1.1.9 The musician shall provide a qualified substitute in the event the musician cannot meet any obligation of this contract. A “qualified substitute” is defined as an individual who meets the qualifications outlined in para. 1.7.1 of this PWS. The musician shall personally perform the services or coordinate performance by a substitute/submusician of equal or higher proficiency as outlined in para. 1.7.1. (in instances such as illness or an extended leave of absence) that has been approved in advance by the Roman Catholic Worship Service Chaplain(s), Superintendent of Chapel Operations or Wing Chaplain no later than 14 business days. The musician is responsible for payment of the submusician.
1.2. Place(s) of Performance.
1.2.1. The musician shall perform at the Misawa AB Chapel, Bldg. 358, and at other locations on Misawa AB as prescribed by the Roman Catholic Worship Service Chaplain(s), Superintendent of Chapel Operations or Wing Chaplain no later than 14 business days.
1.3. Work Schedule.
1.3.1. Hours of Operation. The musician shall provide services to all regular, special, and necessary rehearsals for 0900 (Sunday) Roman Catholic Worship services at the Misawa AB Chapel, or other locations on Misawa AB as prescribed by the Roman Catholic Service Chaplain(s), Superintendent of Chapel Operations or Wing Chaplain. The musician should be in place to prepare/setup for the service(s) no later than one-half hour before the service(s) start.
The total number of services and rehearsals for the contract period will not exceed 120. Payment(s) will be based on the number of service/rehearsals, not hours worked. A typical service, excluding preparation and setup time, will last between 1 and 1.5 hours. Service and rehearsal dates and times are subject to change.
1.3.2. Normal Hours of Operations. Base normal duty hours are from 0730 –1630, five (5) days per week, Monday through Friday. Support the mission during these hours except recognized U.S. Federal holidays. If a U.S. holiday occurs on Saturday, the preceding Friday will be observed as a U.S. holiday; and if U.S. holiday falls on Sunday, the following Monday will be observed as a U.S. holiday.

NOTE: The Government may add additional family days in conjunction with these holidays.
Weekly Services: Sundays at 0900 hours (Subject to Change)
Weekly Rehearsals: Thursday at 1900-2100 hours (Subject to Change)
Special Seasonal Services: To be advised at least 30 days prior to the event(s)
Rehearsals for Seasonal Services: To be advised at least 30 days prior to the rehearsal(s)
1.3.3. In the event that the musician cannot perform their services, they must notify the Wing Chaplain and the Contracting Officer (CO) at least 14 business days in advance and, if possible, coordinate a substitute with the Chapel.
